Accessible Regions Campaign highlights problems with captions in regional Australia

The Accessible Regions Campaign, run by Media Access Australia (MAA), has raised problems with the quality and level of captioning in regional areas.

Centred around a Caption Quality Survey, the Accessible Regions Campaign asked people from regional areas about the quality and prevalence of captions on regional TV—to hold regional broadcasters to their captioning requirements.  News and current affairs broadcasts in regional areas are required to be fully captioned, just as in metropolitan areas—including live crosses and other segments.

ASTRA appeals Human Rights Commission decision

On 20 September, the Australian Human Rights Commission (AHRC) rejected an application by the Australian Subscription Television and Radio Association (ASTRA) for an exemption under the Disability Discrimination Act 1992, with regard to the provision of captioning on subscription television. ASTRA has now appealed this decision.

ASTRA sought a 5-year exemption after making a number of commitments, including raising captioning levels on 65 of the 91 channels offered by its members, principally FOXTEL and AUSTAR. The AHRC rejected the application for several reasons, including the proposed increases being too low.

Media Access Australia launches Accessible Regions Campaign

Media Access Australia today launched its Accessible Regions Campaign (ARC), which focuses on ensuring that regional news and current affairs programs are broadcast with quality captions.

Centred on a Caption Quality Survey, ARC invites individuals and groups in regional areas to monitor the quality of captions on regional news and current affairs programs each week.

Regional Broadcast Monitors, volunteers from the community, will complete the survey each week, either online, on paper or by email, noting any issues they encountered and providing feedback.

ARC is about raising the profile of accessibility issues in regional areas.

Award-winning documentary to be audio described on Internet radio

Monica and David, a documentary about the marriage of two people with Down syndrome, will be broadcast on the US cable network HBO on 14 October, with an audio described version of the soundtrack streamed worldwide simultaneously on the American Council of the Blind's ACB Radio.
