Blind or vision impaired people who receive the Disability Support Pension will now be given a free talking set-top box as part of the switchover to digital TV. These devices assist viewers in navigating through menus, program guides and settings, and will be able to receive audio description once the trial on the ABC commences in August.

Senator Stephen Conroy, Minister for Communications, Broadband and the Digital Economy, announced the decision in a media release.“After a successful trial in Victoria, talking set-top boxes will be made available to eligible recipients who receive a maximum rate pension because they are legally blind, or because they care for a child who is legally blind,” Senator Conroy said.

Access rules for UK broadcasters to be extended to international channels

The UK communications regulator, Ofcom, is proposing a change of rules so that UK broadcasters whose services are intended for other European countries would have to provide the same levels of captioning, audio description and signing as domestic channels.

Ofcom’s ‘Proposals for access services on non-domestic channels’ are in response to the European Union’s ‘Audio Media Service Directive’. This states that “Each Member State shall ensure all audiovisual media services transmitted by media service under its jurisdiction comply with the rules of the system of law applicable to audiovisual media services intended for the public in that Member State”.

Accessible Cinema Advisory Group’s latest communique

The Accessible Cinema Advisory Group (ACAG) is a body convened by the Department of Families, Housing, Community Services and Indigenous Affairs to oversee and advise on the implementation of captioning and audio description in Australian cinemas. The group has released a fourth report to the public from its meeting held in March.

Disability ignored in Government’s Convergence Review

The Government yesterday released the long awaited Convergence Review, disappointing many by neglecting to address access problems for people with disabilities.

The Review examined policy and regulatory frameworks that apply to ‘converged media’, media that is a combination of diverse communications platforms, for example, television content that is now available online. 

On release of the Background Paper last year, The Minister for Broadband, Communications and the Digital Economy, Stephen Conroy, said “Media and communications industries affect the lives of every Australian, and the Convergence Review will have important outcomes for our society.”
