US delays web access requirements

The United States Department of Justice (DOJ) has delayed the introduction of formal web access requirements for commercial and public organisations until at least 2013.

The DOJ has advised that it will not publish a ‘Notice of Proposed Rule Making’ (NPRM) relating to web access obligations until December 2012. An NPRM is the final step in the process of regulation formulation before a rule is actually created, meaning that formal regulations are unlikely until the following year at least.

To celebrate Media Access Australia’s first year in Western Australia, let’s take a look at the state of accessibility in WA and some of the events coming up.

“WA has seen some huge leaps in technology and policy in the past twelve months,” said Dr Scott Hollier from the WA office. “But we’ve also seen the accessible web community begin to thrive.”

One of the biggest WA news stories in accessibility has been the state government’s commitment to implement the W3C Web Contents Accessibility Guidelines 2.0 to either an ‘A’ or ‘AA’ level by the end of 2013.

Captioned online videos promote assistive technology for learning

A Canadian education group has provided eight online captioned videos promoting the use of assistive technology for students for reading, writing and other school work.

The Assistive Technology Support Initiative by the Ottawa Network for Education (ONFE) works with the province of Ontario’s formal education system to enhance the academic success of students through the use of computer-based assistive technology for school work.

Convergence Review Emerging Issues Paper released

The Department of Broadband, Communications and the Digital Economy (DBCDE) has released an Emerging Issues Paper as part of the Commonwealth Government’s review of convergent media.

Issues around access to online media and access to digital technology were not raised in the Emerging Issues Paper. The Paper did raise a broad range of economic and social policy considerations around convergent media regulation, including Australian and children’s content requirements and the role for government in promoting innovation and diversity.

WA Government announces WCAG implementation timelines

The State Government of Western Australia has formally announced that it will aim to achieve WCAG 2.0 ‘A’ or ‘AA’ compliance by the end of 2013 across the whole wa.gov.au domain.

The types of websites that fall under the requirements include public facing websites, intranets and extranets. While ‘A’ level is the minimal requirement for these sites, the government has identified ‘AA’ as the preferred option. 

The WA strategy is based on the Federal Government’s National Transition Strategy (NTS), which will aim to have WCAG 2.0 ‘A’ compliance by the end of 2012.
