Access and audience development reports released on Australian arts

Arts Access Australia has commissioned two reports on access and audience development in museums, galleries and the performing arts. The reports aim to assess what is currently being done, and what needs to be done, to increase access to the arts, highlighting the shared responsibility for access from all stakeholders involved in the Australian arts.

Some of the reports’ recommendations include:

  • That all funding authorities collaborate and share information and processes to ensure consistent and comparable collection and reporting of data about the participation and attendance of people with disabilities in the arts.

Multichannel Review legislation passed

Yesterday, 24 June, Parliament passed the Broadcasting Legislation Amendment (Digital Television) Bill 2010 (Cth), to bring into law the recommendations of the Multichannel Review.

The Multichannel Review was conducted by the Department of Broadband, Communications and the Digital Economy (DBCDE) to examine whether or not digital multichannels should be required to meet the Australian content and caption requirements of the main channels as analogue television services are progressively switched off.

The legislation means that digital multichannels will not be required to provide the same captioning requirements as on the main channels until 31 December 2012.

Human Rights Commission releases submissions to the subscription television exemption application

The Australian Human Rights Commission (AHRC) has released submissions to the Australian Subscription Television and Radio Association’s (ASTRA) application on minimum captioning requirements. The application, if accepted, would make ASTRA exempt from complaints under section 55 of the Disability Discrimination Act (Cth) (DDA) in exchange for undertaking to increase the level of captioning on subscription television.

The AHRC has released submissions from Media Access Australia, the Deafness Council of Western Australia (DCWA), Vision Australia, the Deafness Forum of Australia, the Disability Discrimination Legal Service (Victoria) (DDLS), Deaf Australia and Accessible Arts NSW.  To read the submission, go to the AHRC website.

Region 1 catching up on DVD access

As often reported, the UK and more recently Australia lead the world in audio described DVDs. In January statistics, audio described new release rental titles in Australia reached 24%, which is comparable to UK levels. 

Set to join us in the foreseeable future is Region 1, which consists of Canada, the USA and USA territories. Historically, Region 1 has been lucky to receive five audio described releases per year. But as a reaction to consistent consumer demand, some major DVD distributors have committed to releasing their audio described theatrical releases to DVD with the description soundtrack included. In 2009, 10 titles were release with audio description, mostly towards the end of the year. 2010 will undoubtedly break records for Region 1 audio described DVD fans.
